-It's true though, if you leave it only pvp based it will get boring eventually, unless there is 1k+ people online then zerg vs zerg all day is fun. But I doubt the server will attract that many people at least not from the right beginning, Deco and the other guys will have to invest a lot in advertisement.
-I've been on Exilium for 3 years and honestly the way they have it seems to work fine (server been online without wipe for 4 almost 5 years) it has a lot of flaws, such as geodata problems and debuffs, and whatnot, but the pvp and pve are well organised and structured, and people still play on it.
-Think about those stuff, and for the long run what people would prefer and enjoy the most. Throughout my whole lineage 2 experience I learnt that in order to keep your people on the server you have to make them invest a lot of time, not even money, then they'll put up with all of your bs. There isn't a lot of competition out there, the game is kind of dead, so try to survive for at least a year with good pvp and keep the people active, and then the server should be fine. But think of something new and exciting, don't be the next boring with old features pvp server. Also, have good online GMS to interact with the people. :p
